The Bulk-Plant Builders: Who Sets the Tanks That Keep Propane Moving

The Situation

Matt Hiltz of Hiltz Propane Systems in Lancaster, Pa., told Oil & Energy that storage-project growth has been "almost exponential" after a tight winter sent marketers hundreds of miles for product. A bulk plant is a tank set — often one or more 18,000- to 30,000-gallon ASME vessels. The rest is a transfer pump, a vapor-recovery compressor, valves and regulators, a loading rack, controls, foundations, and piping, sited to the setbacks the fire marshal will verify with a tape.

The Facts

Plant tanks are not yard tanks

A bulk plant uses large ASME bullets. TransTech Energy's off-the-shelf line runs 18,000 to 90,000 gallons, with custom storage bullets up to 120,000-gallon capacity and more. The tank in a customer's yard is a different product.

Quality Steel Corp., founded in 1957 by Lowry Tims, runs plants in Cleveland, Mississippi; Fremont, Ohio; and West Jordan, Utah. Its 2013 purchase of American Welding & Tank added the Fremont and West Jordan lines. It operates an employee stock ownership plan. LP Gas Magazine reports Quality Steel builds aboveground and underground tanks from 120 to 1,990 gallons — domestic and small commercial vessels, not plant bullets.

The bulk-vessel fabricators

TRIARC Tank, based in Dallas, started in 1933 as Trinity Steel, building propane and butane tanks in a mule barn by the Trinity River. Today it builds everything from compact domestic units to ASME-certified vessels over 120,000 gallons.

TerraVest Industries, a publicly traded Canadian holding company (TSX: TVK), sells LPG storage tanks up to 125,000 gallons. It bought Highland Tank for $78 million and EnTrans International on March 17, 2025, for US$546 million.

TransTech Energy, a portfolio company of Bridge Industries, builds those 18,000- to 90,000-gallon ASME LPG bullets off the shelf, plus turnkey bulk-plant engineering and construction. It acquired Cryogenic Technology Resources on September 26, 2024.

Sleegers Engineered Products of London, Ontario lists ASME air receivers, self-serve propane exchange kiosks, propane motor-fuel tanks, and custom-fabricated pressure vessels. LPG Ventures runs a 60,000-square-foot fabrication plant for LPG and ammonia vessels and also brokers used tanks. Long Beach Steel Corp. builds 18,000-gallon ASME skid tanks for LPG and NGL bulk storage.

The engineering-and-install contractors

These are the shops that hand a marketer a running plant. TransTech Energy also designs, engineers, and builds bulk storage and distribution systems, from 6,000-gallon single-tank farms to multiple 30,000-gallon installations, designed to NFPA 58 and local rules, with permitting, hauling, setting, and commissioning included.

Hiltz Propane Systems of Lancaster, Pennsylvania offers turnkey bulk-plant work. Intermountain Truck Rebuilders has more than 30 years building bulk plants, standby systems, and rail terminals.

Pumps, compressors, valves, and regulators

Corken makes LPG turbine and sliding-vane pumps and its Propane Miser railcar-unloading system, which the company says removes contained propane to 0 psig. Emerson, under its Fisher brand, makes propane pressure regulators. Wholesalers Meeder Equipment (Fresno) and Ray Murray Inc., along with Manchester Tank's distributor network, round out the parts and valves supply chain every plant relies on.

Why operators are adding storage

Fill Line put U.S. primary propane stocks at 107.4 million barrels as of Aug. 28, 2026, covering 135 days of supply. Central Atlantic stocks were 5.3 million barrels that week, 5 percent below the five-year median — the only region Fill Line flagged as below-normal. NPGA's Supply and Logistics Committee told members to contract a portion of winter supply at the closest off-hub storage site. The committee wrote that "Trucking capacity will be at a premium" and that near-term pricing gives suppliers little reason to hold extra volume themselves.

The rules that shape a plant

NFPA 58 is the baseline code for liquefied petroleum gas. The current edition is 2024. Pull the current NFPA 58 table for your tank's exact water capacity and configuration, and have your state fire marshal or a licensed installer confirm the site plan before you pour a foundation. States add their own layers on top. North Carolina, for example, makes every bulk-plant plan go through its Department of Agriculture and Consumer Services Standards Division before a shop can break ground.

The EPA also has a rule here, called Spill Prevention, Control, and Countermeasure. It covers oil-storage sites that hold more than 1,320 gallons above ground and could reach a waterway. A plant that also stores a petroleum product next to its propane tanks can still get pulled into that rule. Few public sources publish a permit-to-first-fill timeline. Hiltz said marketers who usually wait until March were calling in January.
