ChatGPT Ads Are Self-Serve Now. Ask How a Click Becomes a Call Before You Buy.

OpenAI's pilot minimum is gone and CPC bidding starts around $3 to $5 a click, per Flyweel. Ads still reach only Free and Go tier users, and no industry benchmarks have been published.

The Situation

An agency that pitches a propane dealer on ChatGPT ads this fall can no longer say the channel is out of reach. OpenAI opened its ChatGPT Ads Manager to self-serve U.S. advertisers on May 5, 2026, so a business can register, upload an ad, set a daily budget and choose its bidding without a managed-partnership contract, according to Search Engine Journal. What an agency usually cannot say yet is how a click turns into a phone call or a delivery signup, and that is the question to ask first.

The Facts

The self-serve access, launched May 5, 2026, replaced a pilot phase whose $200,000 minimum had already dropped to $50,000 in April and went to zero on May 5, according to Flyweel. Businesses can now register directly with OpenAI's Ads Manager and choose bidding models instead of working only through managed partnerships and agency relationships, Search Engine Journal reported. Flyweel puts recommended starting CPC bids at $3 to $5 per click and says bids under $3 routinely fail to clear delivery thresholds. The auction is relevance-weighted and second-price, so a tighter ad on a smaller bid can beat a bigger one.

By August, OpenAI had added a conversion-optimized bidding objective, known as oCPC, plus custom audiences built from a business's own email and phone lists, according to Choice OMG's review of the platform. The objective and the conversion event it targets are locked in at campaign creation, one standard event per campaign, no custom events, and, in Choice OMG's words, conversion tracking has to be live before the campaign exists. Ads currently appear only to users on ChatGPT's Free and Go tiers, not to paying Plus, Pro, Business, Enterprise or Education subscribers, per Choice OMG.

Independent measurement is thin and mixed. SE Ranking analyzed 50,006 commercial prompts and found 14.35% of ChatGPT ads had no topical connection to the prompt they appeared under, and the advertiser was cited as a source in the answer in just 3.63% of placements, against 11.53% in Google AI Mode, Choice OMG reported. When Choice OMG ran its own June test, the campaign logged 8,940 impressions, 58 clicks, a 0.65% click-through rate, and no lead.

OpenAI has not published average CPC, CPM, CTR, CPA or ROAS benchmarks by vertical, Choice OMG reports, and says it does not yet have performance benchmarks, so whether ChatGPT ads can reach a propane customer's actual local, high-intent question at a cost competitive with Google Local Services Ads is not yet confirmed.

Business Impact

For a propane dealer, this launch turns ChatGPT into a channel that's technically testable without a big agency contract, but the audience and tracking mechanics differ sharply from Google Local Services Ads, where a click maps directly to a phone call. Because ChatGPT ads reach only free-tier users and chat-prompt content is still private, per Flyweel, a dealer must rely entirely on post-click tracking to know whether a click became a delivery signup or a wasted view. What this means for your business: 1. Any agency pitching ChatGPT ads should specify how OpenAI's Conversions API or pixel ties a click to your CRM or phone system before you approve a budget. 2. Ask whether the campaign runs on the Reach (CPM), Clicks (CPC) or new Conversions (oCPC) objective, since oCPC locks in one conversion event at setup. 3. With no minimum spend, our read is that a real test can run for a few thousand dollars rather than the old six-figure pilot minimum. 4. Because OpenAI has published no benchmarks by industry, treat any agency's promised cost-per-lead figure as unverified until your own test produces one.

Key Data Points

  • Self-serve ChatGPT Ads Manager opened to US advertisers May 5, 2026, after the pilot's $200,000 minimum fell to $50,000 in April and to zero, per Flyweel.
  • Recommended starting CPC bids are $3 to $5; bids under $3 routinely fail to clear delivery thresholds, per Flyweel.
  • SE Ranking found 14.35% of ChatGPT ads had no topical connection to the prompt they appeared under, and advertisers were cited as a source in only 3.63% of placements versus 11.53% in Google AI Mode, per Choice OMG.
  • Ads reach only ChatGPT's Free and Go tier users, not paying Plus, Pro, Business, Enterprise or Education subscribers.
  • OpenAI added a conversion-optimized objective (oCPC) and custom audiences from email and phone lists by August 2026, per Choice OMG.

Key Takeaways

  • Tracking comes first: know how a ChatGPT click reaches your phone system or CRM before any budget is approved.
  • The platform is new and unbenchmarked; the only numbers that count are the ones your own test produces.
  • A small, capped test is our suggested way in; nothing in the sources supports a long-term contract yet.
  • Google Local Services Ads remain the comparison point for cost per call.

Action Steps

  1. 1.Ask any agency pitching ChatGPT ads for the exact conversion event they'll track through OpenAI's Conversions API or pixel before you approve a campaign.
  2. 2.Request the campaign objective in writing, Reach, Clicks, or Conversions (oCPC), since oCPC locks the conversion event in at setup and can't be changed mid-campaign.
  3. 3.Set a hard test budget in the low thousands of dollars rather than signing a long-term contract.
  4. 4.Pull your CRM's call-tracking or lead-form data after any test to check whether ChatGPT-attributed clicks turned into actual delivery signups, since OpenAI has not published industry benchmarks to compare against.

Competitive Advantage

Dealers who test ChatGPT ads now, with a hard budget cap and CRM-level tracking in place, will know whether the channel converts before treating an agency's ChatGPT pitch as a given. With no published industry benchmarks yet, the first local propane advertisers to run a disciplined, tracked test set their own baseline instead of trusting someone else's numbers.

If an agency can't tell you which ChatGPT ad objective locks in your conversion event at setup, should you trust their cost-per-lead promise at all?
