A stark reminder of the perils posed by propane fires emerges from the experience of a Douglas County, Colorado, family as they earnestly call for increased vigilance. Marking two years since the incident in July 2021, Boulder recollects firing up his grill for a T-bone steak. “I went through my usual motions — popped open the lid, pulled out the tray, the usual,” Boulder recounted. Freshly swapping his propane tank at a local Safeway, he ignited it. “Everything seemed normal, the flame ignited just as it should,” he remembered.

But then, in a matter of moments, everything changed dramatically. “Suddenly, whoosh! Flames burst out, the cabinet doors flew open,” Boulder vividly described. Escaping with his wife and dog in the nick of time, they watched in disbelief as their residence turned into an inferno. Boulder recounted, “Within five minutes, a massive explosion shook the area, the noise was deafening, and the roof on the east side of the house was obliterated; the sound of shattering glass was omnipresent.”

Lost were their belongings and a cherished home of over 30 years. “It felt like a nightmare, but it was starkly real,” Boulder acknowledged.

Subsequent investigations attributed the cause to a propane leak. Finding a fragment from the tank, Boulder noted the manufacturing date as August 2002. Protocol demanded re-certification within 12 years, followed by renewals every five years thereafter. Yet, Boulder discovered that his tank had only been recertified once, in 2016.

Presently residing in a nearby rental home, the Boulders are working towards rebuilding their lives. Their new home will be constructed using fire-resistant materials, and they commit to using only a natural gas grill. Despite the extensive losses, Boulder is thankful that no injuries occurred and the fire’s spread was contained. “The neighborhood was spared; it could have been far worse,” he expressed.

Boulder’s mission is to amplify awareness about the latent dangers of propane tanks. “I used to believe these things were secure,” he admitted. He stressed the importance of proper usage: “It’s more than just keeping your grill clean; it’s essential to check for leaks and ensure the tank you receive in exchange is in good condition.”

The manufacturing date is typically indicated on the top of most propane tanks. Responding to the incident at the Boulders’ home, West Metro Fire managed to extinguish the blaze. Over the past two years, they’ve addressed approximately six propane tank fires, predominantly arising from leaks around fittings or within appliances, rather than originating from the tanks themselves. Leaks often result from improperly attached hoses or damage.

• Limit propane usage to outdoor settings.
• Always turn off the gas supply after usage.
• To detect leaks, create a mixture of liquid soap and water and apply it to hoses and fittings. Bubbles signal a leak.
• Place your grill on a level, open surface, away from structures with overhangs, outdoor furniture, or umbrellas.
• Regularly clean your grill and the tray beneath to prevent the buildup of grease and fat.

Initial assessments of the scene indicate that the truck’s abrupt braking caused it to veer to the right. Consequently, the vehicle crossed over the second lane and went off-road onto a compacted dirt shoulder, leading to its overturning. Oakhurst California Highway Patrol Sgt. Vicente Villegas commented on the sequence of events, mentioning that the dirt shoulder’s structure contributed to the truck’s overturning.

Despite wearing a seatbelt, the driver was partially ejected from the truck during the collision. Tragically, first responders arrived to find the driver partially pinned beneath the overturned truck.

He underscored the potential danger posed by the large propane tank being transported, emphasizing the potential devastation if it was to ignite.

The CHP highlighted that collisions in this specific area are relatively frequent. Consequently, authorities are urging motorists to exercise caution and reduce their speed while traversing this particular stretch of road.

The individual responsible for the fatal shooting of a Fargo, ND police officer and the injury of two other officers and a civilian last month had acknowledged possessing nearly a dozen firearms and thousands of rounds of ammunition during a police interview conducted in 2022. This interview followed a residential kitchen fire at the assailant’s residence, which prompted firefighters to alert the police about the presence of firearms, ammunition, and propane tanks in the apartment of Mohamad Barakat.

According to an official report shared with the Associated Press by the Fargo Fire Department, Battalion Chief Jason Ness documented his observations during the September 6, 2022 fire incident. Ness noted the discovery of a substantial quantity of ammunition, multiple “assault-style” rifles, a 20-pound propane cylinder situated in a bedroom, a smaller propane cylinder in the kitchen, and various items seemingly intended for measurement purposes.

While the Fargo Police Department (FPD) confirmed the legality of Barakat’s gun collection, Ness made the decision to involve the police due to the presence of guns, high-capacity magazines, and propane tanks without any apparent cooking or grilling purpose. In his admission during the interview, Barakat revealed ownership of around 10 guns and approximately 6,000 rounds of ammunition.

Katie Ettish, a spokesperson for the city of Fargo, affirmed that the police officers who responded to the fire call had observed several firearms within Barakat’s apartment, all of which were legal and not subject to any prohibitions. Barakat’s ownership or acquisition of guns was within the bounds of the law.

Although Fargo Police Chief David Zibolski stated that there had been prior interactions with Barakat, he emphasized that these encounters had not raised any significant concerns.

The tragic incident unfolded on July 14, 2023 when 37-year-old Barakat shot and killed Fargo Police Officer Jake Wallin, while also injuring officers Andrew Dotas and Tyler Hawes, as well as a bystander, during their response to a routine traffic crash. The situation was contained by Officer Zach Robinson, who fatally shot Barakat, preventing a potentially more extensive attack considering ongoing summer festivities in the vicinity.

In the aftermath of the shooting, a search of Barakat’s vehicle revealed an array of weapons, including guns, a homemade grenade, over 1,800 rounds of ammunition, containers filled with gasoline, and two propane tanks. The tanks contained homemade explosive materials. Notably, Barakat’s online activity over the past five years raised concerns, with searches related to “kill fast,” “explosive ammo,” “incendiary rounds,” and “mass shooting events.” One search inquired about “area events where there are crowds,” which led to a news article titled, “Thousands Enjoy the First Day of Downtown Fargo Street Fair,” just a day before the shooting.

This wasn’t the first instance where authorities engaged Barakat regarding his firearms. In July 2021, the FBI received an anonymous tip expressing worries about Barakat’s mental state, his access to a substantial number of firearms, and his use of threatening language. Fargo police detectives visited Barakat, who denied any malicious intent. Given the absence of illegal activities or immediate threats, no further actions were taken at that time. The FBI’s ongoing investigation continues to delve into the circumstances surrounding last month’s shooting.

According to North Dakota Attorney General, Drew Wrigley, it seems that Barakat had lawfully acquired his firearms. Barakat, a Syrian national who arrived in the U.S. on an asylum request in 2012, attained U.S. citizenship in 2019.

PHOENIX, AZ — A massive fire broke out at Bill’s Propane Service, located on 40th Street and Washington Street, near Phoenix Sky Harbor Airport, on the afternoon of July 20, 2023. The blaze posed a significant challenge to firefighters, as hundreds of propane tanks were scattered around the vicinity, some shooting as far as 500 yards into the air, turning into dangerous projectiles. Aerial footage of the area revealed rows of at least 30 burned out cars at Sundance Airport Parking, and the incident caused thick black smoke which was visible for miles.

More than 150 firefighters promptly responded to the scene. Phoenix Fire Captain Rob McDade emphasized the unique difficulties faced when dealing with a propane business fire, as compared to a typical building fire. Firefighters had to surround the area, cool it down, and then turn off the gas to control the situation.

To ensure the safety of residents, a mile radius around the business was cleared, and homes northeast of the area were evacuated. After several hours, residents were allowed to return to their homes, but companies were advised to remain evacuated. Fortunately, nearby structures, such as the Arizona Animal Welfare League’s main shelter and a community college, were evacuated in time and remained unharmed. Propane, often recognized as a popular fuel for grills and patio heaters, is more than just a convenient energy source. It plays a crucial role as a vital petrochemical building block. Together with other NGLs, propane has become an essential driver of growth for midstream companies, especially with the rising global demand for petrochemical applications.

Strong Fundamentals Support U.S. Propane:

Propane is one of the five NGLs, the others being ethane, butane, isobutane, and natural gasoline. These NGLs are co-produced alongside oil and natural gas at well sites and are later separated from the natural gas stream at gas processing facilities. Fractionation plants then process NGLs into their individual components, such as propane, ethane, and butane. Midstream companies are instrumental in owning and operating these gas processing plants and fractionators. Despite recent fluctuations in NGL prices, the long-term fundamentals for these products remain promising.

Over the years, U.S. propane production has experienced substantial growth, nearly doubling since 2014 to reach 1.9 million barrels per day (MMBpd) in tandem with the overall growth in oil and natural gas production. Simultaneously, propane exports have more than tripled to 1.4 MMBpd over the same period. According to the Energy Information Administration (EIA), U.S. propane exports achieved a record high of 1.7 MMBpd in March 2023. As per the EIA’s projections, propane production is expected to grow moderately while exports continue to rise in 2023 and stabilize in 2024. However, with the increasing global demand, especially from Asian markets, companies are considering augmenting their propane export capacity to meet the growing needs.

Global Propane Demand Driven by Petrochemicals:

The surge in global demand for plastics is a primary driver behind the increasing need for propane, alongside ethane. Propane dehydrogenation (PDH) units play a vital role by converting propane into propylene, a petrochemical essential for plastics manufacturing. Products such as packaging materials, clothing, toys, and housewares heavily rely on propylene. As more PDH units are anticipated to become operational, the demand for propane is expected to see sustained growth.

Notably, over 50% of all U.S. propane exports in 2022 were directed to Asian markets, with Japan, China, and South Korea leading the way. The growth in China’s petrochemical industry is particularly noteworthy, with seven new PDH units commencing operations in 2022, and an additional six expected to come online in 2023. This trend suggests a potential surge in demand for U.S. propane exports, with analysts from S&P Global Commodity Insights forecasting a 23.4% increase in Chinese PDH plant processing in 2023 compared to the previous year.

Midstream Companies Poised for Growth:

Given the projected moderate growth in propane production through 2024, midstream companies are strategically positioned to expand their fractionation and export capacities. Propane typically constitutes around 30% of a mixed NGL barrel, while the remainder is made up of other NGLs like ethane and butane.

Several companies are actively investing in increasing fractionation capacity at the NGL hub in Mont Belvieu, Texas. For instance, ONEOK (OKE) has recently commenced operations of its new 125 thousand barrels per day (MBpd) MB-5 fractionator, and another 125 MBpd fractionator is expected to be completed by 1Q25. Likewise, Targa Resources (TRGP) is developing two fractionation facilities scheduled for completion in 2Q24 and 1Q25, respectively. Enterprise Products Partners (EPD) plans to finalize its twelfth fractionator later this year, while Energy Transfer (ET) is looking forward to the commissioning of its new 150 MBpd Frac VIII by 3Q23.

Midstream companies are expanding their export capacities, focusing on liquefied petroleum gases (LPGs) such as propane, butane, and isobutane. For instance, TRGP is adding 1 million barrels per month to its LPG export facility, EPD is increasing LPG loading capacity by 120 MBpd, and ET is enhancing NGL export capacity by 250 MBpd at its Nederland terminal. ET’s management is optimistic about its NGL business, supported by new PDH facilities being built globally.

The burgeoning demand for propane, coupled with the growth of other NGLs, presents significant opportunities for midstream companies and MLPs to capitalize on. Officials in northern Minnesota have confirmed that a recent train derailment resulted in no injuries or hazardous material spills.

The incident, involving ten Canadian National Railway cars, occurred just before 8:30 p.m. on July 17, 2023, in a rural and unpopulated area approximately 6 miles (10 kilometers) north of Cook, Minnesota, as reported in a news release by the St. Louis County Sheriff’s Office. Firefighters and sheriff’s deputies arrived and found that only five of the derailed cars had tipped over.

Fortunately, despite two of the derailed cars containing liquefied propane and butane, no evidence of any spills was found, as confirmed by both the sheriff’s office and Canadian Railway officials.

Initially reported as nine derailed cars, Canadian Railway spokesman Jonathan Abecassis clarified on Tuesday that the actual number was ten. The investigation into the cause of the derailment is currently underway, and cleanup operations are ongoing. However, no estimated time for reopening the rail line to traffic has been provided at this stage. In response to the incident, the railway issued a statement extending their apologies for any inconvenience caused to local residents.

This recent derailment comes on the heels of another incident in southwest Minnesota less than four months ago, where a BNSF train derailed, leading to the evacuation of a small town due to several leaking and burning ethanol cars. The damages from that March 30 crash amounted to approximately $1.9 million to the tracks and rail equipment, with about 800 residents in Raymond temporarily displaced from their homes.

Given the recurrence of derailments in recent times, railroad safety has become a nationwide concern. The February train wreck near East Palestine, Ohio, which resulted in a fiery accident, further added to the calls for increased safety measures. Consequently, Congress is currently deliberating on implementing new safety requirements for freight railroads. Even before such regulations, many rail operators have already committed to making operational changes to enhance safety. One of the key driving forces behind the increase in U.S. propane exports to Asia is the region’s growing demand for propylene, a chemical that can be derived from propane. Propylene plays a vital role in the production of polypropylene, a versatile plastic widely used in various industries.

Japan leads the pack as the primary importer of U.S. propane among Asian countries, closely followed by China and South Korea. The EIA reports that in 2022, approximately 53 percent of all U.S. propane exports were directed towards Asian markets, with the major economies in East Asia—Japan, China, and South Korea—contributing to nearly 84 percent of the propane market in the region. Notably, U.S. propane exports to China experienced significant growth, surging from 92,000 barrels per day (bpd) in March 2022 to an impressive 211,000 bpd in March 2023. Throughout the first quarter of 2023, the average daily export to China remained robust at 176,000 bpd. The upward trajectory of U.S. propane exports to China is expected to continue as the country gears up for the operation of six additional propane dehydrogenation (PDH) units in 2023, following the commencement of seven units in 2022. This expansion in PDH capacity reinforces China’s growing demand for propane and highlights its commitment to utilizing propane derivatives in various industries. As China’s thirst for propane persists, the United States stands poised to meet this escalating demand and solidify its position as a key propane supplier to the Asian market.

Europe also witnessed record-breaking levels of U.S. propane exports in the summer of 2022. Uncertainty surrounding propane supply due to Russia’s invasion of Ukraine propelled U.S. propane exports to Europe, averaging 236,000 bpd during that period, as reported by the EIA. In the first quarter of 2023, U.S. propane exports to Europe maintained a strong average of 247,000 bpd.

The surge in U.S. propane exports to both Asia and Europe signifies the growing reliance on American propane supplies to meet the demand in these regions. This revelation comes as carbon tax projections indicate that propane, with significantly lower emissions compared to furnace oil, will enjoy lower taxation. Starting on July 1, the federal fuel charge’s carbon tax on propane will be 7 cents per liter less than the charge on furnace oil. By 2030, this difference is estimated to reach about 19 cents per liter, illustrating the long-term financial benefits of choosing propane.

The impending federal fuel charge, projected to reach $170 per tonne by 2030, will result in a carbon tax of 45.57 cents per liter on furnace oil. In contrast, the tax on propane will only amount to 26.30 cents per liter. This growing price discrepancy reinforces the cost-effectiveness of utilizing propane for heating purposes.

Moreover, the implementation of the Clean Fuel Regulations will provide an additional advantage to propane pricing. By 2030, Atlantic Canadians will witness the full impact of these regulations on furnace oil prices, with an expected increase of 16 cents per liter, bringing the total to 61.57 cents. However, propane, as a gaseous fuel, remains exempt from the Clean Fuel Regulations, further solidifying its favorable pricing position. By 2030, the carbon tax on propane is estimated to be over 35 cents less than that imposed on furnace oil. To ensure a sustainable future, the Canadian Propane Association is actively exploring ways to enhance propane’s decarbonization, securing its position as an affordable and low-emission energy source for Atlantic Canada.

It is worth noting that, unlike the federal fuel charge, the Clean Fuel Regulations do not offer offset payments to consumers to mitigate price increases.
